Distribution of Students Procedure

Citywest Educate Together NS is committed to enabling and supporting each child to recognise their gifts and to achieve their full potential, while at the same time preparing them to become caring and active members of a culturally diverse society. This procedural document is geared towards those aims.
Rationale:
This procedural document ensures that children get the opportunity to be educated in a diverse and balanced class. It also ensures that distribution of students is done in a fair and open way.
Aims and Objectives:
Student Distribution:
Student distribution is the responsibility of the Principal. The organisation of pupils within the school is a matter for the Principal. Circular 16/73 states that the Principal
“in consultation with the staff, should decide on the organisation of the pupils for teaching purposes.”
We endeavour to reach collective agreement and consensus when distributing teaching duties. The Principal facilitates this process in a fair and equitable way.
“The Principal is responsible for the creation, together with the Board, parents of students and the teachers, of a school environment which is supportive of learning among the students and which promotes the professional development of the teachers”. (Education Act – Section 23)
Process
Children joining the school in Junior Infants are distributed into classes so that there is a fair distribution of:
- numbers per class
- gender
- age
- English as an Additional Language need, as informed by parents
- Special Educational Need, as informed by parents
In subsequent years, effort is made to ensure fair distribution as set out above, but also fair distribution of:
- academic ability
- personality types and characteristics
Teachers are consulted regarding friendship groups and ability. While every effort is made to ensure that each child feels friendship towards other children in his/her class, it is not possible to deliberately place children with a particular friend. Consultation with children or parents will not be entered into and the principal’s decision is final.
During the last term, the Principal engages in a process of consultation with teachers with a view to organising the most effective distribution of students to classes for the forthcoming school year.
Roles & Responsibilities:
All teachers, under the guidance of the Principal, participate in and contribute to the implementation of effective and equitable student distribution.
Parents and guardians inform the school of Special Educational Needs. Parents and guardians support the school’s decision regarding student distribution and class allocation.
