We are the Board of Management of an Educate Together School, appointed to manage Citywest Educate Together National School. We are accountable to our patron and to the Minister for Education.
We promote the ethos of Educate Together. We are an equality-based, learner-centred, co-educational and democratically-run school.
As a team, we recognise each others’ strengths and welcome open and frank discussion. We respect each others’ opinions and viewpoints and welcome debate, honouring the values of respect, dignity and mutual concern. We work towards an agreed decision and all stand by every decision that has been made as a Board.
We work towards providing a safe space for all students and staff within the school, an environment which encourages each student to achieve their potential, and a community which supports that.

September 25th 2024
The Board of Management of Citywest ETNS met virtually on 25th September 2024. Five Board members attended.

Minutes from 3 previous meetings were ratified - regular meeting in May, enrolment meeting in June, strategy meeting in July.
Enrolment
Current enrolment is 380 pupils enrolled across 16 mainstream and 2 special classes.
All year groups remain full with waiting lists in place.
Attendance
Attendance for the months of May and June 2024 were lower than for the same months the previous year. These are the only months in the 23/24 school year in which that happened, leaving us with an overall improved attendance rate of just under 90% for the school year. This is the highest attendance rate in our school since the pandemic. Before the pandemic, our attendance was never lower than 91%. Here’s hoping that we are on our way back to achieving 91% overall attendance again.
Attendance for the month of August 2024 was 90.7%.
Standardised testing
Analysis of standardised test scores from Summer 2024 shows that, by 4th and 6th class, our students are performing within a high average range in English, particularly in comprehension. In 2nd class, pupils are performing within a high average range in word recognition. Areas for improvement are reading comprehension for younger students and vocabulary development for older students.
Though our Maths scores are lower than in previous years, they remain above the normal distribution. Solving word problems in Maths continues to be a key area for improvement.
We thank the teaching team for their consistent work and congratulate the children on solid results.

The lottery for placement on the waiting list for enrolment to higher classes and autism classes was held on 10th May 2024. Our school is highly oversubscribed with 125 names across those 9 waiting lists. Due to children moving school over the summer, we expect there to be three places available in mainstream classes and 2 places available in our early intervention autism class, with zero places available in our primary age autism class this year.

We are delighted to start work on the development of the school library, working with The White Rabbit Upcycling Project.
Community Events
The Board of Management commends the work of the Parents Association in running a successful Mother Tongue week. We also commend staff and pupils for a wonderful Art Showcase.
Learning
1st to 5th classes are currently attending swimming classes. We are also pleased to see the school’s engagement with other outside agencies such as Cycle Right, St. Mary’s GAA Club and Tallaght Library.

Classroom Name Project
The Board of Management is delighted to learn about the success of the Classroom Name project and looks forward to seeing further whole-school collaborative projects later in this school year and into the future. We are delighted to learn that pupils, parents and staff members worked together on creating the event list for this school year. We enjoy hearing about class trips to places relevant to the children’s learning such as 4th class’ cinema trip and 6th class’ trip to Leinster House. We thank our local Gardaí for visiting 1st and 2nd classes this week. We commend the support that parents are offering to each other via coffee mornings and in other ways.
Wellbeing
The Board thanks parents, pupils and staff members for their engagement with the consultation on wellbeing. We will be focusing on clear instructions and note that the teaching staff are already working together in sharing good practice on areas within that, most notably giving clear instructions, checking that children have understood the instructions and helping children to advocate for themselves when confused.

The Board of Management expressed their gratitude to Stephen for many years of service to the Board of Management. The Board welcomed the incoming Chairperson, Sarah Cormican, and look forward to working together.

Treasury
The treasurer presented an overview of the current state of the school accounts, the Board are
happy that the school is being managed in a financially prudent manner. The Board thanked
our school treasurer for all the work that goes into this role.
The outgoing treasurer presented a preliminary budget for the next academic year (2024/25) to
assist the new Board when the time comes to set the budget, this is typically an activity that
occurs in early January/February but as there is transition to a new Board it was deemed that it
would be helpful for the new Board. This budget will be reviewed by the new Board at the
appropriate time. Again, the Board expressed gratitude to our outgoing treasurer, Sarah, for all of her
work.
Staff & Parent Sentiment
The Board discussed both staff and parent sentiment and acknowledged the impact that the
staffing crisis is having on the school. Finding replacement/substitute teachers is extremely
challenging and is consuming a considerable amount of school resources. The Board
acknowledge that the situation is not ideal and accept that the school leadership team are
managing the situation in the best way possible.

As this was the last regular Board meeting for this current Board (new term starts 1st December
2023 and runs to 30th November 2027) we discussed the continuity of the board and how to
manage the transition. We are pleased that there are a number of individuals who are willing to
step up to the new Board and give their time freely to help develop the school further.
A Message From The Board of Management
On this last meeting of this constitution of our Board of Management, we look back at a challenging but successful 4-year term.
Our term started with the school building move, a huge project. No sooner were we in the new building than Covid hit and then came a year and a half of school building closures with distance learning balanced with in-building learning and all the new procedures and stresses that came with that. We navigated the school graduating from developing school status to being a settled, established school as well as its first formal inspection. We oversaw a thorough audit of the school’s finances by the FSSU as well as a Health and Safety Authority inspection. We revitalised the school strategy process and have seen wonderful collaboration between staff, parents, children and Board of Management in the implementation of the Back to Basics and the Engagement strategies.
Many thanks to the various members who spent time with us during these 4 years. A Special mention to Paul Glennon who remained on our Board of Management, even through setting up his own Educate Together school as Principal.
Particular thanks to Laura Mannix, the first teacher nominee to survive all 4 years of a term! Not only has Laura’s contributions to discussions been child-focused, positive and balanced, Laura took on the role of Recording Secretary and managed our records meticulously.
Huge thanks to Sarah Dowling, parent nominee, who accepted the onerous role of Treasurer. This is a role with significant workload at the best of times but to see us through a finance audit took a lot extra. Sarah has managed school funds expertly and we so appreciate her time and commitment to this voluntary post.
The outgoing Board of Management would like to express sincere appreciation for and gratitude to Caitríona, the principal and leader of our school, and to the other members of the school leadership team. Caitríona has demonstrated patience, kindness and understanding to all Board members throughout this term (some of whom are not familiar with the different nuances of running a school); she has been a bright, brilliant and resilient Board member. The Board of Management discussed the overall sentiment within the school and the wider community and are pleased that generally morale seems to be high, there was good engagement in recent parent/teacher information evening.

The Board expressed gratitude to the amount of work carried out by the Treasurer and the in school team for all their efforts in managing the accounts.

With the term of the Board of Management ending on the 30th November a discussion was also had to ensure a smooth changeover of roles and responsibilities within the Board for new incoming members. This will be discussed further at our next meeting in November and in the interim time it is expected that the election of the new teacher representative and the parent representatives will have been carried out.

Strategy 23/34 Progress

- The strategy has been presented to staff and to parents and was published on our school website. Feedback has indicated that members of our community feel settled and clear on priorities ahead and feel curious about areas related to equality.
- All areas under behaviour, emotional and relationship support are up and running.
- The first whole-school project has been planned by staff and is being rolled out to pupils in the coming weeks. The Board is excited to learn what names the children choose for their classes.
- Significant work was undertaken in the early weeks of the school year by the SET team and targeted intervention supports are now being run.
- The Board is pleased to hear of increased visibility and integration between mainstream and special classes. We look forward to seeing this grow as the year progresses.
- Thank you to our Parents Association for hitting the ground running with planning alongside in-school leaders for events this year. We are chuffed to see parents of Junior Infants invited to their first coffee morning this Friday.
- The after-school programme continues to grow.
- A Health and Safety representative has been appointed and is already working with members of the in-school leadership team to increase understanding of related issues on staff.

All classes remain full with waiting lists in place.
Attendance has been excellent so far this school year, with almost every month showing an improvement on the same month last year. Average attendance so far this school year is 89%, which is the highest since before Covid times.
Citywest ETNS will not be running school-based Summer Provision this year.
The Board wishes to thank the Parents Association and parent volunteers for running Mother Tongue Week in our school.

The Board were delighted to welcome new member, Linda, to her first regular meeting.

Current pupil enrollment is 411 across 16 mainstream classes and 2 special classes. All classes remain full with waiting lists in place.
The Board reviewed the current state of the school's finances. The Board reviewed the expenditure over the last few months and compared it to the budget that was set out. The school's accounts for 2021/2022 are being finalised with the accountants and should be signed off in February.
The Board discussed the impact that staff shortages are having on the school and acknowledged that there are difficulties in sourcing replacement teachers in the Dublin area. This is not an issue isolated to the school but countrywide. The Board is happy with the schools efforts to locate substitute teachers.
Board members are completing Child Protection training over the coming weeks. While this is not mandatory for Board members, the Board feels it is important to be aware of our responsibilities here. Board members are completing the training provided by Tusla. Details on this course can be found here. Any individual can complete this course.
The Board reviewed some initial plans for the development of the school's library. Board members will work with some school staff on this over the coming weeks.
The Board agreed to organise some additional health and safety courses for staff.

Pupils
We finished the school year with 434 pupils enrolled across 17 mainstream and 2 special classes. Projected enrolment for September 2021 is 418 pupils across 17 mainstream and 2 special classes. As reflected in our Annual Admissions Notice, published September 2020, this reflects a change in capacity for each mainstream class from 27 in the 2020/21 school year to 25 for the 2021/22 school year, which will benefit every pupil. Attendance for the month of June was 87.1%, an improvement on the last June for which attendance was recorded (2019).
Average attendance for the 2020/21 school year was 88%, which is our lowest annual attendance since the 2012/13 school year. This is understandable given extensive absences due to Covid.
147 pupils recorded absences of 20 days or more this school year. This is more than double the highest number ever previously recorded for our school, which was 65 in the 2015/16 school year. Again, this is understandable given extensive absences due to Covid.

Pupils
We finished the school year with 434 pupils enrolled across 17 mainstream and 2 special classes. Projected enrolment for September 2021 is 418 pupils across 17 mainstream and 2 special classes. As reflected in our Annual Admissions Notice, published September 2020, this reflects a change in capacity for each mainstream class from 27 in the 2020/21 school year to 25 for the 2021/22 school year, which will benefit every pupil. Attendance for the month of June was 87.1%, an improvement on the last June for which attendance was recorded (2019).
Average attendance for the 2020/21 school year was 88%, which is our lowest annual attendance since the 2012/13 school year. This is understandable given extensive absences due to Covid.
147 pupils recorded absences of 20 days or more this school year. This is more than double the highest number ever previously recorded for our school, which was 65 in the 2015/16 school year. Again, this is understandable given extensive absences due to Covid.

Attendance for the month of March was 82.5%. This is a significant drop from the same month last year and represents our poorest attendance ever for the month of March. This is understandable, given the circumstances of Covid, providing a number of reasons for absence.

Curriculum:
Class websites continue to be updated with links included in school newsletters.
Restorative Practice training and practice for staff members continues. We now begin our formal lessons for children on RP - each class will complete 4 lessons before the summer break. For the 2021/22 school year, senior classes will cover further RP lessons instead of Weaving Wellbeing. Junior classes will continue with Weaving Wellbeing.
Teachers and students recently reviewed school assembly and are trying a new way of running virtual assemblies.
The school has recently taken delivery of a whole-class set of iPads. This will allow us to continue to roll out the Lexia reading programme without impacting on our digital learning plan.
The school has recently taken delivery of new PE equipment, adding to the set each class has at their own disposal during Covid times.
Multi-language posters have recently arrived and are being mounted around the school. These give the names of different rooms and curriculum subjects in multiple languages.
Staffing:
We are very pleased to welcome Debbie Robinson to our staff. Debbie is working as an ANA in Claire’s class.
We are pleased to continue our SET cluster arrangement with our friends in Scoil Chronáin and we are delighted to join new SET clusters with Rathcoole ETNS and with St Finian’s NS for the 2021/22 school year. There won’t actually be any teacher moving between Citywest ETNS and these schools due to local arrangements agreed between principals but these clusters are a great way of keeping schools in the community connected and supporting each other.
A number of staff members availed of First Aid training provided by the school. Staff members have also availed of training in relation to Autism and the Learn Together curriculum.
Parental Involvement:
The Parents Association hosted a virtual coffee morning on 13th April.
A Restorative Practice webinar for parents will be provided in May.
Buildings:
The school is in the final stages of taking over the building from the architect. All snags have been taken care of and we are thrilled with the quality of our building and with the service provided by ABM over the last year as hand-over progressed.
An Arts Committee has recently been established to proceed with the Percent for Art scheme.
Community:
Our school continues to build on relationships outside of our own school with many such as CSCNS, leadership clusters, special class clusters, local secondary schools, local pre-schools, NEPS psychologists and more.

The Board acknowledged the publication of the Department of Education's "Guidance on Remote Learning for Sept-Dec 2020" on October 8th 2020. The Board agrees that this publication outlines unreasonable changes to the terms and conditions for teachers. With that, the Board is concerned for the school leadership team at this time and recognises the outrageous and unreasonable demands that have been placed on them in recent weeks.

At this Board of Management meeting, the Board made the following decisions:
A proposal from the Parent’s Association to hold a monthly coffee morning rather than a termly one, and to alter the day on which it happens so as to make it more accessible to as many members of the school community as possible, was upheld by the Board.
The Board acknowledged the following:
Current enrolment is 372.
Attendance for December was 91.4% (up from 89% last year) - the highest December attendance ever for our school
The Student Council will be organising a football blitz during yard breaks.
The Student Council will continue to lead skipping zone.
The Student Council are looking at organising a fundraiser.
Two teachers attended training with Badminton Ireland and a coach will come to our school to train those teachers further so that they can then train other teachers on staff.
A parental survey on the use of personal devices will be distributed shortly, with a view to affirming or reviewing our policy.
The results of the standardised test results from the standardising study have returned and we are now in the process of informing parents of their child(ren)’s results.
Various CPD taking place in the school was acknowledged and continues to be supported by the Board.
Staff intend to consult with parents of children in some senior classes shortly with a view to developing a procedure or policy around travelling to and attending sports matches the school team is involved in.
Parent-teacher meetings will take place on 12th and 13th February and the school will close 15 minutes early on both of those dates.
A current financial statement was presented and details will be made available on the website shortly. The report will be presented at the next Parent’s Association meeting.

At this Board of Management meeting, the Board made the following decisions:
Our very first 6th Class will go on a residential school tour to Carlingford Adventure Centre later in the year. The school will pay the cost of the deposit for the tour.
Enrolment for places in Junior Infants starting September 2019 is to proceed with places offered from 1st February. As per the enrolment policy transition plan, 50% of places are to be offered via the old policy (first-come-first-served) and 50% of places are to be offered via the new policy (prioritising siblings and older children).
Citywest ETNS enrolment policy is amended, as per instruction from Educate Together, to include the following: "Due to the planned commencement of the Education (Admission to Schools) Act, 2018, Citywest Educate Together National School will not accept pre-enrolment application forms for September 2024. A new Admission Policy will be approved with an annual admissions process for this intake group"

The financial reports for the previous school year (2017/18) have been completed by the auditors. The PA will be provided with a copy. The reports will be made available for viewing at the school office. It may not be removed, copied or photographed.

Attendance statistics for Term 1 so far:
SAP Ireland have just this week informed us of our success with a grant application. The grant is for the purchase of laptops in order to increase the number of laptops per class.
An information evening for prospective parents will take place on Thursday 24th January.
As for the last two years, three Spanish student teachers currently studying in ITT will join our school for the second school term.
Teachers have reviewed the Weaving Wellbeing programme and will use it again in future years.
Olwen Carey visited the school with the Brendan Martin cup, which the Dublin ladies team won as All-Ireland GAA Champions.
Teachers will focus on the area of work presentation, including handwriting, for School Self-Evaluation this year. The evaluation will lead to a 3-year School Improvement Plan, to be implemented September 2019 to June 2022.
Transition from Microsoft to G-Suite took place, as part of a sponsorship programme we are involved in with Google, which paid most of the cost of the chromebooks. The remainder of the cost of the chromebooks came from the digital cluster funding.

Three winter concerts are to take place on Friday 21st December. Each show will include some Irish Sign Language. Teachers continue to provide GAA training for children in middle classes during lunch breaks.
Parents held an afternoon arts and crafts workshop for families in the school.

- Stephen Young is confirmed as moving from the Community Nominee role to the Patron Nominee role
- Two vacant Community Nominee posts on the Board to be advertised to parents via website and newsletter, via local newsletters and via an online forum.
- Volunteer parents to be sought to join the Strategy Planning group and meetings to proceed once they have been secured.
The Board acknowledged the following:
- Enrolment is currently 382 pupils.
- Teachers on staff have decided to engage with Droichead for inducting new teachers.
- Teachers on staff are working with a digital cluster of Educate Together schools to create a comprehensive online resource of Learn Together ethical education lesson plans. As part of this programme, the Department of Education provided an ICT grant to the school, which was used to purchase a class set of Chromebooks and set up our first ever Computer Room.
- Teachers will teach lessons in relation to online safety in all classes in January.
- Attendance in August was 89.6%.
- Whole-school assemblies are taking place weekly and include Golden book nominations in relation to school values, Cleanest Class certificates, learning Irish Sign Language, celebrating the learning of poems and songs in Gaeilge, learning fundamental movement skills and singing the school song which this year is Reach for the Stars.
- Children in 1st, 2nd and 3rd classes visit the mobile library on a monthly basis. Children in other classes receive boxes of books from the library.
- GAA teams are playing in the league for the first time.
- Cricket coaching is taking place on a weekly basis.
- Bridges of Understanding reading programme has been purchased and is being implemented throughout the school.
- Weaving Well-being mental health programme has been purchased and is being implemented in classes 2nd to 6th.
- An Occupational Therapy room is in the process of being installed in the school.
- Teachers will attend Maths and Science training alongside teachers of St. Finian's NS in Newcastle.
- School Self-Evaluation will begin again this year, following the lifting of the union's stance against it.
